GPS Complementary Technology Update: FCC Takes Meetings with Location Companies
Companies and organizations jockeying to have their location technology included...
So far, more than 150 companies and industry organizations made comments pertaining to the Federal Communications Commission’s Notice of Inquiry examining technologies complementing, or supplementing, the U.S. Global Positioning System.
So what’s happening now that the May filing deadline has passed? Companies are meeting with FCC officials to plead their choice of location technology in the hopes it will be selected as a GPS complement.
NextNav NN 0.00%↑, which has a number of positive and negative comments posted through the FCC’s Electronic Comment Filing System, met with the agency’s Wireless Telecommunications Bureau and FCC Commissioner Anna Gomez’ legal counsel.
NextNav told Wireless Telecommunications Bureau officials that the company’s 5G-based PNT solution, NextGen, can be deployed rapidly through several concurrent steps, and standardized through 3GPP process for specifying new 5G bands. NextNav said “with swift Commission action, NextNav’s NextGen solution could be deployed in the current Administration.”
The examination process comes after the FCC ended public comments in September 2024 on NextNav’s petition to reallocate the lower 900 MHz spectrum for its proposed PNT service and 5G broadband.

Magnetic Positioning Gets FCC Consideration
Escondido, Calif.-based Astra Navigation has asked the FCC to consider its technology as a non-spectrum-reliant alternative to GPS. This technology, which Astra Navigation touts as American-made, works by translating the Earth's magnetic fields into navigational data.
The company, which met with FCC wireless officials late last month, says its M-GPS technology works indoors and outdoors as a standalone localization system. Astra Navigation says the technology is a natural complement to legacy GPS and other navigation data sources.
Space Force Expedites GPS III Launch, Boosting Accuracy and Jamming Resistance
U.S. Space Force demonstrated new rapid-response capability on May 30 when they successfully launched the GPS III-07 satellite aboard SpaceX’s Falcon 9 rocket from Cape Canaveral Space Force Station. Known as “Katherine Johnson,” the satellite carries enhanced M-code technology, offering users three times the positioning accuracy and eight times the resistance to jamming compared to previous models.
“A healthy GPS constellation has proven time and again that it is an engine for spurring economic growth. As Deputy Transportation Secretary [Steven] Bradbury noted during his keynote at the Space Policy Institute, the 2019 NIST report documenting $1.4 trillion in economic benefits didn't include benefits to the transportation sector, so that number is significantly lower than the actual benefits accrued,” said Lisa Dyer, GPS Innovation Alliance executive director, who said that the satellite will not only deliver greater anti-jamming capabilities, but more civil signals. “Multi-frequency receivers and devices are more resilient, and companies that provide these capabilities are far more competitive in this highly competitive field.”
This mission highlighted a collaborative process that drew the satellite from storage and sped it through integration and launch preparations in just three months—a 40 percent reduction from the previous GPS III Rapid Response Trailblazer mission, the Space Force said.
Lockheed Martin Wins $510 Million Modification for GPS III Satellites
In related news, Lockheed Martin LMT 0.00%↑ has secured a $509.7 million contract modification from the U.S. Department of Defense to build GPS III Follow‑On satellites 21 and 22—part of a deal overseen by Space Systems Command. Work will be conducted at the company’s Littleton, Colo. facility, with completion expected by November 2031 and $55 million in fiscal 2025 missile procurement funds obligated at award time.
The latest contract modification brings the total value of Lockheed’s GPS III follow-on work to more than $4.1 billion.
Apple Maps Overhaul Debuts with iOS 26 at WWDC 2025
At WWDC 2025, Apple AAPL 0.00%↑ unveiled a major redesign and intelligence boost for Apple Maps in its forthcoming iOS 26 update. The app adopts the new “Liquid Glass” interface, featuring translucent buttons and streamlined controls for easier navigation, now unified across all Apple platforms.

A new on‑device intelligence system gives Maps the ability to automatically remember commonly traveled routes, provide real‑time delay alerts, and suggest alternate paths, all while preserving user privacy, the company said. This includes a preferred route capability when a user is heading home or to work.
In addition, a Visited Places feature securely logs favorite destinations—restaurants, stores and landmarks—locally encrypted and easily deletable with a swipe, the company said. Apple also said that users can choose to have iPhone detect when they are at a restaurant or shop without Apple being able to access this information, which has been a big privacy issue for Google GOOG 0.00%↑.
Refreshed boarding passes in Apple Wallet offer the ability to see and share Live Activities for real-time updates on a flight, the company said. They also provide access to a traveler’s information, such as Maps to navigate airports, Find My to track items and report missing bags and more.

Ligado, Inmarsat Settle Bankruptcy Dispute, Update on GPS Government Lawsuit
Ligado Networks and Viasat’s VSAT 0.00%↑ Inmarsat unit have reached a settlement ending a legal battle tied to Ligado’s Chapter 11 exit plan and its proposed lease of L-band spectrum to AST SpaceMobile ASTS 0.00%↑. Under the deal, Inmarsat will drop its objections to the spectrum lease, and AST will pay Inmarsat $535 million in scheduled payments to secure long-term mid-band spectrum access in the U.S. and Canada for direct-to-device services.
AST is now seeking FCC approval to begin commercial operations of its supplemental coverage from space (SCS) service, using AT&T T 0.00%↑ and Verizon’s VZ 0.00%↑700 MHz and 800 MHz spectrum, and has requested launch authorization by Aug. 1. Company officials say the Inmarsat settlement clears a major hurdle for AST's planned launch of more than 60 satellites by the end of 2026.

Meanwhile, Ligado continues to pursue a separate $40 billion lawsuit against the U.S. government over claims that federal GPS operations interfered with its licensed L-band spectrum, a fight that remains unresolved. The gist of Ligado’s argument is that it claims that there was a campaign of misinformation about its proposed 5G network—which the company says was blocked because of U.S. Defense Department use of the spectrum.
According to an article in Space News, the U.S. Court of Appeals for the Federal Circuit agreed to allow the government to challenge a ruling that somewhat rejected its bid to dismiss Ligado’s lawsuit.
Verizon, Qualcomm Grow Connected Car Ambitions
Both Verizon Business VZ 0.00%↑ and Qualcomm QCOM 0.00%↑ made recent announcements to ramp up their growing forays into vehicle-to-everything (V2X) markets. Verizon, which commercially launched Edge Transportation Exchange, a mobile-network V2X communication platform built on its 5G and LTE infrastructure alongside low-latency mobile edge computing and geolocation technology.
The platform enables near real-time alerts and data sharing among vehicles, pedestrians, and traffic infrastructure—supporting applications like vulnerable road-user detection, weather condition warnings and intersection signal timing notifications.
Early adopters include Volkswagen Group of America, the Arizona Commerce Authority, Delaware Department of Transportation, and Rutgers University CAIT, with deployments already underway to enhance urban mobility and road safety, the company said. Verizon said that its virtual architecture minimizes reliance on costly roadside units—and is tailored municipalities, automakers and tech developers to innovate and deploy connected-vehicle solutions.
The significance of this announcement lies in its shift from limited demonstration projects to full commercial availability, offering partners an operational platform to roll out V2X services at scale. As the industry moves toward software-defined mobility, Verizon’s platform aims to accelerate intelligent transportation deployment and improve real-world traffic efficiency and safety outcomes.
Qualcomm, with its estimated $350 million acquisition of Autotalks, is integrating production-ready DSRC and C‑V2X chips to accelerate the deployment of cooperative vehicle technologies, according to published reports.
The purchase—which first faced regulatory delays—gives automakers and infrastructure firms immediate access to production-ready, automotive-grade V2X solutions designed to improve road safety and traffic management. The deal positions Qualcomm to embed V2X capabilities in future commercial vehicles, allowing systems such as automatic braking and intersection alerts to become standard safety features.
